In the interests of the largest petrochemical enterprise, the legal possibility and risks of building railway infrastructure and auxiliary facilities (oil refining cycle devices) on a land plot for agricultural purposes was investigated in order to organize an alternative route of communication for the supply of raw materials for further oil refining.
