In the interests of the Russian aviation enterprise, property rights to the monument, which is an object of the historical and cultural heritage of Russia, have been formalized as to a real estate object. The project was complicated by the lack of permits, as well as disputes with the Moscow authorities regarding the historical and cultural value of the erected object.
